Battlefield Logistics

There is an old saying: soldiers win battles, logistics wins wars. A while back I posted about the U.S. Navy’s Task Force 30.8. It was a sea-going “conveyer belt” that connected U.S. industrial might and capacity to the Army-Navy-Marine Corp forces in the Pacific during World War II. The movement of U.S. industry from the depression era to military industrial behemoth is a fascinating story. If you are interested in such things, I can recommend two books:  Maruy Klein’s magisterial work,“A Call to Arms: Mobilizing America for World War II” and the much shorter “Freedom’s Forge: How American Business Produced Victory in World War II” by Arthur Herman…. If you are interested in such things. Big picture: the U.S. demonstrated that industrial capacity could decide wars. Detroit, Pittsburgh, and American shipyards became strategic weapons in themselves. 

Ukraine is demonstrating something different: innovation capacity, that is, the ability to learn, redesign, manufacture, and field improvements faster than an adversary. In the 21st century that may be just as decisive as industrial capacity. Europe’s growing partnerships with Ukrainian firms suggest that many governments have reached the same conclusion. 

In 2022 at the start of the war with Russia, the U.S. and Europe provided critical weapons and aid. Western military assistance focused primarily on helping the country survive Russia’s invasion. Supporting countries supplied thousands of anti-tank weapons such as Javelin and NLAW missiles, Stinger anti-aircraft missiles, artillery systems including the M777 howitzer, ammunition, armored vehicles, counter-battery radars, secure communications equipment, intelligence support, medical supplies, and humanitarian assistance. The character of aid in 2022 was defensive, incremental, and cautious. In time offensive weapons were supplied: advanced air defenses, tanks, long-range strike capabilities, F-16 fighters, HIMARS rocket launchers and various air-defense systems. Ukraine was often required to come “hat in hand” to Western nations for supply and resupply. The images of the U.S. leadership famously berating Ukrainian President Volodymyr Zelensky during a contentious Oval Office (February 28, 2025) are an extreme example of the dynamic. What the White House did not realize was the change was already afoot.

Four years after the war’s beginning, the relationship that was once U.S./Europe → Ukraine now resembles U.S/Europe ↔ Ukraine. The landscape has moved from providing weapons and aid to sharing technology and industrial production. Examples include: Germany’s Rheinmetall AC establishing multiple joint ventures and production facilities in Ukraine; Sweden’s Saab partnering with Ukraine’s defense industry and research institutions; The European Commission launching a formal EU–Ukraine defense industrial partnership and Drone Alliance; and England’s transfer of the intellectual property rights (IP) to Ukraine for “Stone Cloak,” a tablet sized anti-radar/jamming device for drone warfare. This is a shift from emergency wartime arrangements to long-term industrial relationships. Reports are that an upcoming White House visit from President Zelensky will result in the U.S. giving Ukraine the rights to produce Patriot missiles.

In the past, this type of shift would normally take 15-20 years. The war in Ukraine has compressed the shift into perhaps four or five years. It is comparable to how the Spanish Civil War foreshadowed aspects of World War II, except that this time the lessons are being absorbed almost in real time. This shift is characterized by several developments occurring simultaneously.

  • The center of military innovation has shifted from laboratories to battlefields. For much of the Cold War and post-Cold War period, innovation flowed like this: Government research → major defense contractors → testing → procurement → military service. Ukraine has largely reversed that process: Front-line soldiers → software developers → small manufacturers → combat testing within days or weeks → rapid redesign. That feedback loop is extraordinarily fast. Instead of multi-year procurement cycles, Ukrainian units frequently modify systems after a week’s combat experience. Software updates may be deployed within days. That has become the model many NATO nations now want to emulate.
  • Intellectual property is becoming more valuable than factories. Historically, defense exports involved selling finished equipment: F-16 aircraft, Leopard tanks, Patriot missiles. The manufacturer retained the design and production know-how. Ukraine is increasingly offering something different: software, AI algorithms, electronic warfare techniques, drone autonomy, operational tactics, and manufacturing methods. In many cases partners seek licenses, joint ventures, or shared production rather than purchasing complete systems. Recent EU initiatives explicitly emphasize joint ventures, standards alignment, and protection of intellectual property while integrating Ukrainian firms into Europe’s defense industrial base.
  • Combat experience has become an industrial asset. Very few countries possess extensive recent experience fighting in the realm of large-scale artillery warfare, massive drone warfare, electronic warfare, GPS denial, AI-supported targeting or continuous cyber attack. Ukraine has accumulated all of those. A Ukrainian engineer often has access to something no Western engineer possesses: thousands of hours of combat data. That data is becoming almost as valuable as patents.

Meanwhile, in the Middle East, countries like Saudi Arabia, UAE and Qatar – with a view to their neighbor Iran – want more than equipment. They want domestic defense industries that are suited to their landscape rather than global conflict. Ukraine offers something especially attractive: combat-tested drone design, low-cost manufacturing, operational doctrine and counter-drone experience. The Gulf States offer something attractive to Ukraine: capital to build in-country and on Gulf States-based facilities. Reports indicate Ukraine has been negotiating long-term co-production agreements with several Gulf states that include factories, technology transfer, and shared development. That fits broader Gulf strategies of diversifying beyond dependence on U.S. and European suppliers.

Within and around all this, the economics of warfare have changed. The lessons from Ukraine are economic as well as technological. The Ukrainians are able to destroy a $5 million tank with a $500 drone. $30,000 in first person view (FPV) drone swarms can down a $3 million missile – and are becoming more lethal with AI technology. It raises the question: limited numbers of high performance weapons or thousands of autonomous systems.

That is changing procurement philosophy. Historically, the critical question was “how good is your aircraft?” – or your missile, etc. Increasingly, the critical questions are

  • How quickly can it update?
  • How resilient is its networking?
  • Can its software adapt tomorrow?
  • Can AI improve targeting next week?

Hardware remains important. Software is becoming decisive. That is a very Silicon Valley way of thinking and Ukraine has demonstrated its military value.

Is this the “new world order”? Depends on how you define the world. The world is larger than Ukraine and the Persian Gulf. Several pillars of military power remain largely unchanged: nuclear deterrence, aircraft carriers, submarines, strategic bombers, “next-gen” fighters, long-range logistics delivery, and soon (if not already) space systems.

Brigadier General de Czege (USA, Ret.), one of the principal architects of the U.S. Army’s AirLand Battle doctrine suggests that we are entering what might be called the “Second Precision Revolution.” There are other conceptual models/titles, most pointing in the same direction as De Czege. I thought “The Age of Mass Precision” was clever. But de Czege’s moniker connects the 1991 Gulf War’s precision-guided weapons revolution with today’s battlefield, where cheap autonomous systems have spread precision strike capabilities far beyond major powers.

The first precision revolution (roughly 1975–2005) emphasized: GPS, stealth, precision-guided munitions, and network-centric warfare. The second precision revolution (2022–present) emphasizes autonomous systems, AI-assisted targeting, mass-produced inexpensive weapons, electronic warfare, distributed manufacturing, rapid software iteration and battlefield-driven innovation. 

Ukraine has become the principal laboratory for that second revolution. Will it become an industrial game changer? Time will tell.

Task Force 30.8 had thousands of miles and a fleet of ships to deliver what was needed on the battlefield. Ukraine is delivering what is needed in their battlespace: innovation capacity, that is, the ability to learn, redesign, manufacture, and field improvements faster than their adversary. That may be new industrial capacity that wins wars.
